The original reason for using the fps limit was to fix stuttering that may be caused by the vanilla physics, so if HDT "fixes" physics it makes some sense to turn it off with HDT. Turning off the fps limiter in my ENB fixed things and actually led to some of the smoothest gameplay I've had.
